An unbelted driver in a 1995 Gran Prix was stopped in the same location.  Alberto Muro, 33, of Chicago, was uninsured and had never had a driver’s license.  And a black Plymouth Voyager was stopped because its driver wore no seatbelt.  Driver Felipe Salgado-Vargas of Cicero also lacked a license and insurance.
