November 15, 2008, 1:47 AM
A 31-year-old man told police he was walking his dog when he saw a shirtless man kicking the door of a building on 32nd near Clinton. When challenged, the dog walker said, the stranger battered him and ran away. Police located a shirtless man, running nearby, when he jumped a back yard fence and was found hiding beneath a trampoline.  The victim positively identified the highly intoxicated man as the offender.  Police took Colonel A. Palcer, 20, of 1626 south Washtenaw, Chicago, into custody.  According to the report, Palcer told police he had a lot to drink and was “acting stupid”.  He explained his bare torso by stating he had been involved in “a couple of fights” earlier.  Palcer was charged with battery.
