Weeny wagger seen driving on Highland; guy with similar car, stopped, busted for other stuff

A woman reported she was at the door of her home in the 1900 block of Highland when she saw an older white 4-door sedan parked on the street, with a man sitting in it. Next, she said, the man was driving past her, masturbating. The woman entered her building and the offender drove away northbound on Highland. The victim described the man as Hispanic. Soon after, police stopped a vehicle corresponding to her description at 16th and East. The victim said the driver was not the man she saw. The stopped driver was, however, cited for driving with no license or insurance.
