Unlicensed, uninsured and unsurprisingly unbelted

In the 2500 block of Ridgeland, a green 1995 Astro van was stopped because driver and passenger had neglected to fasten their seatbelts. The driver, 25, of the 2700 block of Clarence, received tickets for the lack of seatbelts, as well as for driving with neither license nor insurance.
