Toddler gets police attention by standing, staring out back window of moving car

An officer at Home and Ogden stopped a passing car in which a three-year-old child was standing on the seat looking out the rear window. The child was not restrained in any way. Driver Gloria Abarca, 21, of the 2400 block of south Troy, Chicago, had no license. She also had a total of four children, ages seven, five and two, rattling around loose in the car. Abarca was arrested and charged with driving unlicensed and having a child not properly restrained in a vehicle.
