Teens work for cops, expose cigarette sales to minors

Detectives employed two underage teens to try to buy cigarettes from 15 city stores.  Eleven of the stores refused to sell cigarettes to the kids, but four failed the test and received citations for sale of tobacco to minors: two on Harlem, one on Ogden and one on 26th St. The clerks in those store failed to properly read the age on the ID cards the teens presented.
