Suspicious car contained open alcohol, minors, and not one resident of that block

Police saw a suspicious vehicle in the 2100 block of Grove/Kenilworth alley, which appeared to have no license plates.  Approaching the maroon Mercury Marquis, the officer saw the plates were improperly displayed in the front and rear windshields.  All four occupants held open bottles of MGD beer.  The driver, 21-year-old Julius M. Rivera of the 3900 block of west 106th St, Chicago, was charged with illegal transportation of open alcohol and improper display of registration.  Jose Carillo, 19, of Cicero; Orlando C. Morales, 20, of the 7100 block of Windsor, and Justin D. Cumpian, 19, of the 11000 block of south Artesian, Chicago, each received a ticket for possession of alcohol by a minor.  Because the alcohol charges, the car was impounded.
