Police stopped a Subaru sedan in the 3200 block of Harlem for doing 46 MPH in a 30 MPH zone. A strong odor of cannabis emanated from inside the car. Two plastic bags of marijuana lay between the driver and front passenger seats. Driver Nicole L. Higgins, 30, of the 8200 block of south Ashland, Chicago, was charged with speeding, driving without insurance, and pot possession. A 16-year-old female juvenile, from the 10,000 block of south Langley, Chicago, was also ticketed for possession. So was the other passenger, 19-year-old Tevin Smith of the 6000 block of north Normal, Chicago. All three pot tickets were $275.
