Scooter ride interrupted by police

An officer saw a scooter, northbound on East approaching 19th, with a juvenile male driver who appeared to have trouble controlling the vehicle.  The scooter’s license plate expired in 2007.  The officer saw the the scooter swerve in and out of the lanes of traffic, and made the driver stop at 19th and Scoville.  According to the officer’s report, the driver—a 16-year-old resident of the 2100 block of Harvey—stated he knew it was wrong to drive without a license, but said he did it in Mexico without any problem.  He was charged with driving unlicensed and uninsured, improper lane use, failure to signal a turn, no valid registration, improper use of registration and failure to transfer title.
