Reckless sign-throwing

A complaint of two males chasing other males while making gang-related gestures and yelling gang slogans near Jefferson elementary school in the 7000 block of 16th brought police to the area. Witnesses said the offenders then entered a Ford Crown Victoria with temporary plates and fled westbound. The Crown Vic was found at 16th and Harlem, along with the two males in question. Police arrested Ariel Mijanos, 18, of 2529 Elmwood, and Jesse Manrique, 18, of 2118 Wenonah; both were charged with reckless conduct.
