No front plate, open alcohol, unlicensed driver

Police responded to calls about a suspicious white Cadillac in the 2100 block of Home.  The 1995 Cadillac Deville had no front plate; it was stopped with the engine running and the lights on.  Police asked driver Hector G. Villa, 17, of the 3400 block of west Cortland, Chicago, to turn off the car, and questioned what he was doing there.  Villa stated he had friends who wished to drink alcoholic beverages in his car.  The officer noted two open bottles of liquor in the back seat, along with several beers.  When asked for his license, Villa told police he has no license because he can’t get one.  When asked for insurance, he said he has had the car for about a month but has not yet insured it.  The car was impounded because of the open alcohol.  Villa was charged with illegal transportation of alcohol, driving without license or insurance, and no front plate.
