A white Chevy Impala with only one working tail light was pulled over at 15th and Clinton.  Driver Joseph Avila, 18, of the 5500 block of south Merrimac, Chicago, displayed an expired insurance card to the officer.  His license was suspended.  He was cited for the faulty light, driving uninsured, driving on a suspended license, and got an additional four tickets, one for each passenger under age 19 not wearing a seatbelt.  The car was impounded.
