Man accused of annoying, then threatening, neighbors

Various residents of the 1500 block of Kenilworth reported they were threatened by a tenant of a building on the block.  The witnesses told police they complained to the man’s landlord about excessive noise and yelling.  After yelling from one house to another, they said, the man emerged and confronted the complainants.  He announced to them that his name was “Francisco” and they had not heard the last of him, this was not over, etc, etc.  He added that someone would “take care of” the complainants.  As he walked away, the witnesses heard him say nobody was going to tell him to shut up or be quiet.  The neighbors wished this behavior documented by police.
