Hubcap theft gets felony charge

An officer observed a man in a red shirt kneeling beside a vehicle tire, with his hand on the rim, in the 3200 block of East. The man then stood up, holding a shiny metal object, which he immediately dropped when he saw the squad car. The officer stopped Demond C. Williams, 28, of Elgin. Williams appeared very nervous. When asked whether the car he was touching was his, Williams said no, he was just looking for an address. An officer-safety patdown revealed Williams had a flat-tip screwdriver and a pair of vise grips in his pants pocket. Williams then said his hubcaps had been stolen and he wanted to replace them. The vehicle by which he had knelt was missing a hubcap; it had been pried off and was in fact the shiny, dropped item. Williams was arrested. His dark green 1998 Buick was found parked but running in the 6500 block of Fairfield. It was towed. Williams had two previous felony convictions for armed robbery; the state’s attorney’s office approved a charge of felony theft.
