Filthy, wet, falling-apart house brought to Building Dept. attention

Caller reported an open door at 2218 Highland.  The responding police sergeant discovered the house was uninhabited, and a good thing, too:  there were holes in the ceilings, trash in every room, and water seepage throughout.  And the back door was not so much “open” as “off”: the wooden door frame had rotted, so the door fell down. The Building Department was to be notified.
