Noise impounds keep tow company busy

June 13, 2008, 9:07 AM
A grey Oldsmobile sedan, audible more than 150 feet away from the 1500 through 2100 blocks of Ridgeland, was stopped by police.  Driver Luis Velasquez, 25, of Cicero, was cited for noise and driving on a suspended license.  The car was impounded.
11:34 AM
As it traveled from the 2200 through 1900 blocks of Ridgeland, police and everyone else within 250 feet could hear the stereo of a tan Ford Taurus.  The car was impounded; driver Giovanni Morales-Flores, 19, of the 3200 block of Cuyler, received tickets for noise and driving without a license.
4:57 PM
Police stopped and impounded a red Ford Expedition in the 1600 block of East for violating Berwyn’s noise ordinance.  Driver Adan Vega, 39, of Cicero, had a suspended license and was cited for both offenses.
7:24 PM
A silver Lincoln Navigator, registered to a Brookfield couple, was stopped for excessive noise in the 3600 block of Harlem.  The SUV was driven by Jose T. Gonzalez, 28, of the 4600 block of west 79th, Chicago.  He had no insurance and received citations for that and for noise; the Navigator was impounded.

Blaring stops as tow trucks get busy impounding

An officer stopped a GMC Yukon, described in the report as “blaring”, at Cermak and Riverside Drive.  Driver Emmanuel Patino, 22, of the 8500 block of south Kedvale, Chicago, had a revoked license because of his two previous DUI convictions and two previous driving with a suspended license convictions; he was charged with felony driving on a revoked license, no seat belt and violating the local noise ordinance.  The SUV was impounded.
9:33 AM
Police could hear the stereo of a white Pontiac sedan from more than 125 feet away, so the car was pulled over in the 3300 block of East.  It was impounded and the $500 noise ticket went to driver Rafael Ramos, 18, of the 1200 block of Kenilworth.
6:02 PM
At 15th and Home, police stopped an excessively loud VW Jetta.  Driver Jose Jaimes-Fuentes, 24, of Cicero, was cited for noise and driving unlicensed; the car was impounded.
9:41 PM
The driver of a too-loud Jeep, stopped at Clarence and Cermak, came from Watertown, WI, and had no license in Illinois or Wisconsin.  21-year-old Mario P. Alvarez was cited for driving without a valid license, no insurance, and noise.  The Jeep was impounded.

Obnoxious-noise roundup

Police stopped a Kia— audible 200 feet away—in the 3200 block of Scoville.  Driver Yasmine M. Sanchez, 19, of the 3400 block of west 84th, Chicago, received the $500 noise violation ticket; the Kia was impounded.

Police impounded a too-loud Chevy Blazer after stopping it at Cermak and Home.  The $500 ticket went to driver Juan Avitia, 26, of Cicero.
4:51 PM
A Ford Explorer was stopped at 16th and Scoville for excessive noise.  It was impounded, and the noise ticket was issued to driver Jose Salcido, 30, of Cicero.
8:26 PM
At 25th and Highland, police stopped a Pontiac sedan for violating the noise ordinance.  Driver Dragana Jevtic, 25, of Cicero, was cited; the car was impounded.
9:14 PM
Police pulled over a Buick sedan for noise at Scoville and Cermak.  Driver Jaime J. Barjas, 17, of the 3500 block of Highland, received the ticket; the car was impounded.
10:02 PM
Another loud Buick 4-door was impounded, after police stopped it for noise at 34th and Harlem.  Police cited driver Nicholas Montenegro, 21, of Bridgeview.

Three out of four drivers stopped for noise had no license to drive in the first place

At 15th and Ridgeland, police stopped a Nissan Maxima for violating Berwyn’s noise ordinance.  Driver Jose Angel Marmolejo of Cicero, was unable to show the requested driver’s license, presenting in its stead a Mexican ID.  He was cited for noise and for driving unlicensed; the Nissan was impounded.

Police impounded an excessively loud Buick LeSabre, stopped at Cermak and Ridgeland.  Driver Emmanuel Portillo, 20, of the 5300 block of west Jackson, Chicago, received the $500 ticket.
6:53 PM
A too-loud Chevy Tahoe was stopped for noise at 21st and Kenilworth.  Driver Jose Villegas, AKA Jose Escobedo, 19, of the 7000 block of 13th, had no license and was cited for both offenses; the SUV was impounded.
11:20 PM
Police could hear a loud white Cadillac Seville from a block away and stopped the car at 14th and Harvey.  Driver Yojan Rodriguez, 24, of Hoffman Estates, received tickets for noise, failure to signal a turn, no light on the rear plate, and driving without a license.  The Caddy was impounded.

Couple of loud cars impounded

Police stopped a too-loud Infiniti SUV in the 1300 block of Clarence.  The car was registered to a woman from the 1300 block of Ridgeland, and was driven by Pablo X. Vidal, 25, of the 2500 block of Euclid, or was until police impounded it.  Vidal was issued the $500 noise violation ticket.
9:11 PM
A Dodge Durango was pulled over at 15th and Euclid for violating the noise ordinance.  The ticket went to 18-year-old Jose L. Munoz of the 1400 block of Scoville; the SUV was impounded.

Screaming people, bloody floor, cops obliged to break down door

By 3 AM, a neighbor had had enough of a loud party going on in the 6700 block of 26th, and asked the hosts to turn down the music.  Not off, just down. Instead, one female partygoer allegedly punched the complainant in the face, and kicked a police officer. Elizabeth Cortez, 19, of Cicero, was charged with two counts of battery.

When police first arrived, they saw blood in the hallway.  People inside the apartment refused to let officers inside. When police looked in the window, they heard yelling and screaming, and observed a man with his hand inside his shirt. Officers advised the tenant to open up, or have the door broken down.  The male tenant said, “Go ahead, you need the practice.” Police forced open the door and handcuffed the tenant, though not without a fight.  Later, at the police station, the combative tenant said he didn’t remember anything because he “partied too much.”

The blood in the hallway turned out to be that of a Cicero man, who told police someone hit him.

Open door, irate neighbors

Police came to Salerno’s, 3250 Grove, on a noise complaint.  When the door was open, police could easily hear music more than 75 feet away.  The owner received a ticket.

Ford Econoline thumps its way into impoundment

An officer in the 3700 block of Clarence reported hearing a clear and distinct “thumping” sound from the next block, which proved to be a white Ford Econoline van.  Driver Robert J. English, 32, of the 3800 block of Euclid, refused to sign the documents police presented to him.  The van was impounded for violating Berwyn’s noise ordinance. It was not the first time noise created problems for the van.*

Another $2000: four more vehicles impounded for noise

A Jeep Liberty was stopped by police in the 2200 block of Harlem for violating Berwyn’s noise ordinance.  The Jeep was impounded; the $500 noise ticket went Jose A. Vallejo, 18, of Cicero.
11:39 AM
Police could hear bass, etc., more than 125 feet away from a grey Chevy Tahoe, which passed the parked squad car as it headed westward on Riverside Drive.
The SUV was pulled over at Riverside Drive and Clinton.  Driver David Jimenez, 20, of the 2300 block of Clinton, was cited for noise and for having no license on his person; the Tahoe was impounded.
12:13 PM
An officer who curbed a Mercury Marquis at East and Cermak advised the driver that a noise violation was the reason for the stop.  Driver Antonio Guerrero, 22, of Cicero, reportedly told the officer he did not believe he had his music that loud.  As they discussed the matter, the officer noticed an open can of Modelo beer in the front area of the car; Guerrero reportedly stated the beer was not his.  The car was impounded.  The officer ticketed Guerrero for the noise violation and illegal transportation of open alcohol.

An excessively loud black Nissan Altima was stopped by police at 16th and Scoville.  It was impounded; the noise ticket went to driver Juan C. Macias, 25, of the 1400 block of Ridgeland.

Stickney man’s car impounded for noise

After hearing it violate Berwyn’s noise ordinance from the 2700 through 2400 blocks of Oak Park Ave., police stopped a black Nissan Altima, audible over 200 feet away. The car was impounded; the $500 ticket went to driver Wilson O. Quinones, 17, of the 4200 block of Wenonah, Stickney.

Now audible more than 250 feet away—the Chevy Cobalt!

A Chevy Cobalt was pulled over after police heard it violating Berwyn’s noise ordinance in the 1200, 1300, 1400 and 1500 blocks of Oak Park Ave.  The car could be heard more than 250 feet away, whether or not people cared to be thus entertained.  Police gave the $500 ticket to driver Anthony N. Maldonado, of the 1500 block of Wesley; the Cobalt was impounded.

Impala impounded

Police stopped a Chevy Impala at 24th and Wesley for violating Berwyn’s noise ordinance.  The $500 ticket went to driver Sergio Amaya, 24, of the 2200 block of Clarence; the car was impounded.

Noisy cars confiscated, drivers fined

A red Olds Cutlass was stopped for excessive noise at Clinton and Riverside Drive.  The ticket went to driver Martin Juarez, 19, of the 2400 block of Ridgeland; the Olds went to the impound yard to await payment of the ticket.
6:13 PM
An officer heard a silver BMW, parked at Vacin and Scoville, because its amplified sound system was audible from 14 parking spaces away.  Driver Lee Rollins, 27, of New Lenox, got a $500 noise-violation ticket and the car was impounded.
9:59 PM
Police pulled over a silver Chevy sedan at 16th and Cuyler after seeing it blow the stop sign at 16th and Gunderson, all the while violating Berwyn’s noise ordinance.  Driver Roberto Gonzalez, 19, of Cicero, had no ID with him and had to be fingerprinted to establish his identity.  The car was impounded and Gonzalez cited for disregarding the stop sign, no license, no insurance, and a too-loud vehicle.

Police from six towns needed to break up large, loud party of admitted gang members

Complaints led police to an extremely loud, large party in the back yard of a house in the 3800 block of Euclid.  There, they found a gathering that included at least 50 self-proclaimed members of a street gang.  A DJ with an amplified sound system was playing excessively loud music.  A Stickney police commander, one of the first responders, saw a man holding a handgun, so he ordered the man to drop it.  Instead, 18-year-old Willow Springs resident Carlos Ezequiel Campos ran toward a vehicle and threw the gun over the south fence. Campos was arrested.  The gun—a .25 caliber Raven Arms model MP 25—had a serial number which proved to be nonexistent.

Berwyn police ordered everyone else to lie on the ground with their hands on their heads.  All but one complied:  Kenneth Karas, 28, of Westmont, reportedly yelled profanities and attempted to incite others to disobey police commands by stating, “F@&^ this bulls@&t, we don’t have to do this s@%t!” and the like.  He was warned, then Tasered, to gain his compliance. 

At least 30 people were taken into custody in the yard and charged with disorderly conduct.  They included several juveniles, and residents of Chicago, Berwyn, Westmont, Galesburg, Willow Springs, La Grange, Stickney, Abingdon, Cicero, Lisle, and Monmouth, Illinois, as well as Lyndon Station, Wisconsin.

While police checked the property of one of the prisoners—a 35-year-old man from the 2100 block of Gunderson—they found and confiscated a silver ring representing the gang.

When Berwyn police and a K-9 officer came to search the house, a male voice yelled, “Don’t send the dog!” upon which a 20-year-old Lisle man emerged from the building.

Responders included police officers from Berwyn, Stickney, Cicero, Riverside, Lyons, and Forest View.

The party hosts were 32-year-old Robert English and 24-year-old Miranda Franks.  English and Franks were each charged with one count of child endangerment.  At the scene, police recovered a number of gang-related items, including a white sweater with a black bunny, a black belt with white letters spelling out the gang’s name, and a set of black nunchucks. 

English was advised he was ineligible to post bond, since he was already out on bond from Cicero on misdemeanor charges.  English reportedly proceeded to make threats against officers and their families; he stated he could pay someone to get their addresses and license numbers, and would no longer advise his “shorties” (underlings) to “back off cops.” The report said English then stated that he would force an officer to kill him or he would kill himself.  He was placed on suicide watch.

Loud vehicles impounded

A white Yukon, heard violating Berwyn’s noise ordinance from the 6600 to 6400 blocks of Cermak, was impounded.  The $500 ticket was issued to driver Jose Rene Avalos, 34, of the 2700 block of south Keeler, Chicago.
4:15 PM
A maroon Tahoe was impounded after police stopped it at 16th and Wesley for excessive noise.  Driver Juan C. Morales, 33, of the 1300 block of Grove, was cited for the violation.
