Police issued a $500 noise-violation ticket to Edward Mendoza, 33, of Cicero, after stopping his Chrysler 300 for the offense at 16th and East. The car was impounded.

Gang graffiti

Graffiti touting a well-known street gang was found on siding in the 2800 block of Lombard.

Someone put graffiti on two overhead garage doors in the 3500 block of Grove.

Noisy car drivers:  one with two driving histories, the other with two arrest warrants

A Ford van, stopped in the 2300 block of Elmwood for noise created by its lack of a muffler, was impounded for the offense.  Police checking the name of driver Carlos A. Mateo, 25, of the 2300 block of Elmwood, learned he had been arrested both as Carlos A. Mateo and Carlos Mateo.  The van was to be pending payment of the $500 noise-impound fee, plus another $400 in parking fines.  Mateo was charged with driving on a suspended license under one name and with no license at all under the other, as well as for having no insurance and no muffler.

A loud black Honda Civic was stopped at 27th and Harvey. Driver Jose I. Haro*, 22, of Lyons, told the officer he had no license, presenting instead an Illinois state ID.  In fact, Haro’s license was suspended; he also had two outstanding arrest warrants.  The car was impounded; Haro was charged with all of the above.

Stop the noise!

A Jeep, stopped at Cuyler and 19th for violating Berwyn’s noise ordinance, was impounded. Driver Herman Hernandez, 42, of the 5000 block of west 30th, Cicero, was cited for that and for driving unlicensed.
10:20 AM
While still at Cuyler and 19th to deal with the above stop, an officer heard an extremely loud amplifier in a Chevy.  The vehicle was impounded.  Driver Elisiel Raygoza, 22, of the 1800 block of Cuyler, got the $500 ticket.

At Wesley and Cermak, an officer stopped an older Lincoln for noise.  Driver Edgar Lechuga, 23, of the 2500 block of Kenilworth, stated he had no license; in fact, his license had been suspended.  Police also learned Lechuga was on parole, and was wanted on two arrest warrants.  The car was impounded, and Lechuga charged with driving despite his suspension, no insurance, and violating the noise law.  Police informed his parole officer of the arrest.

A Land Rover could be heard 100 feet away at Cermak and Cuyler, so it was stopped.  Driver Jesus Reyes, 32, of the 1200 block of Highland, had a suspended license, and had already been arrested for driving during his suspension.  He was charged with felony driving while suspended, as well as for driving uninsured, without valid registration and for improper use of registration.  Not to mention the $500 noise citation.  The Land Rover was impounded, but also put on hold for possible seizure under Article 36.*

Volume-lowering at previously loud party just not good enough for neighbor

Police received a complaint of a loud party in the 1600 block of Maple, and arrived to find it was indeed noisy, with a microphone hooked up to speakers for music and games for children.  The officer told the party-givers to turn it down, so they turned down the volume and turned the microphone off.  At this point, the officer was approached from behind by a 76-year-old woman, a block resident, who reportedly asked, “So, what are you going to do about this?” This officer began to explain how he had already dealt with the complaint, to which the woman responded, “Are you Mexican?” She began to speak Spanish to the party-givers in a loud voice.  The officer asked the woman to step back out of the people’s yard and into the alley.  The woman told the officer she wanted the music turned off.  The officer told her the music was at a reasonable level and said he would not ask them to turn it completely off.

The woman told the officer she wanted the party moved into the basement.  She then called the police department a derogatory name and said she would call City Hall and tell them the officer’s name and how rude he was to her.  At this, the officer decided to document the incident.  He asked the woman her name; she replied, “Ask your dumb people! I told that rude dispatcher my name, get it from her.” The officer explained he needed to verify her name because he was writing a report.  The woman then said, “Ask the officer I poked in the chest last time he was here.” The officer told the woman she was being uncooperative.  The woman began yelling, said “don’t ever call me that again!” and pointed her finger at the officer’s chest as if to poke at him. 

The officer told her to stop it and leave; he said he came only because of her complaint, and had resolved her stated problem by getting the music turned down.  The woman walked away, dialing a cordless phone as she went; she yelled back, “I HAVE YOUR NAME!”

$500 fine for loud SUV

Police stopped and impounded a too-loud Chevy Suburban at 16th and Oak Park. The $500 ticket went to driver Alfredo Solis, 19, of the 1500 block of Grove.

Driver requests break; cop gives one to passersby instead

An officer stopped a too-loud Ford Escape on Vacin at Harvey after hearing it on Cermak.  Driver Tito Delgado, 44, of the 2100 block of Harvey, reportedly acknowledged the music was loud, but asked for “a break”.  Instead, unwilling listeners got one: the vehicle was impounded, and Delgado received a $500 noise-violation ticket.

A GMC Envoy was stopped for violating the noise ordinance in the 6400 block of Cermak.  Driver Mario Ayala, 18, of the 5000 block of west Oakdale, Chicago, received a ticket and the SUV was impounded.

At Harvey and Vacin, Chevy Suburban driver Eduardo Gonzalez, 33, of Stickney, was ticketed for noise; the SUV was impounded.

Gang-sign complaint ends in noise-impounded Chevy

Callers reported a group of males “throwing gang signs” in the 6800 block of Cermak. Police stopped four males in front of an office in that block.  They were ages 21, 18, 17, and a 15-year-old juvenile.  The 18-year-old’s clothing bore multiple images of crowns, associated with a well-known street gang.  The 15-year-old wore the colors of another local gang.  All four denied gang involvement, and no witnesses were found willing to get involved.

Police noticed excessively loud music coming from an unoccupied black 2008 Chevy Impala, parked in front of 6831 Cermak.  The 21-year-old, Victor H. Valle, said it was his.  Police impounded the car for violating Berwyn’s noise ordinance, and issued Valle a $500 ticket.

Noise-impounded vehicles

An officer at 21st and Kenilworth heard a very loud red Chevy Tahoe before seeing it turn without using a signal.  The driver was unable to produce the license and insurance proof requested by the officer.  Juan Alvarez, 37, of the 3100 block of Oak Park, proved to have a license that expired in May 2007.  The car was impounded for noise; Alvarez was cited for noise, failure to signal, no insurance, no seat belt and driving unlicensed.
7:38 AM
Music police described as “blaring” got a silver Dodge Neon pulled over in the 2300 block of Home.  Driver Dejan Pavicevic, 17, of Lyons, received the $500 noise ticket, and the car was impounded.

Loud vehicles get the hook

A green Jeep was pulled over by police at Ridgeland and Cermak for violating Berwyn’s noise ordinance.  Driver Gerardo Lara, 22, of the 1900 block of south 61st Ct., Cicero, also had no license and was cited for both offenses; the Jeep was impounded.

At the same location as above, police stopped a Ford pickup truck for noise.  It was impounded; the $500 ticket went to driver Efrain Torres, 44, of the 1400 block of south 61st Ct, Cicero.

In the 6500 block of Cermak, a GMC pickup was curbed for a noise violation.  Driver Miguel Ugalde, 25, of the 1800 block of Ridgeland, received citations for driving unlicensed and for noise; the truck was impounded.

Officer assisting someone with directions is interrupted by super-loud Monte Carlo

An officer at Oak Park and Roosevelt had exited his squad car in order to help a motorist with directions when a maroon Monte Carlo approached; its stereo announced its arrival half a city block before the car actually appeared. The officer approached the Monte Carlo driver and requested his license and insurance.  The driver reportedly asked, “What for?” The officer explained Berwyn’s noise ordinance, then asked the driver to step out.  Again the driver asked “What for?” and was told it was because the car needed to be towed to the impound yard as a consequence of the noise violation.  The other consequence, of course, was the $500 fee attached to the noise ticket issued to driver Richard Crayton of the 7600 block of Madison in Forest Park.

Bass falsehood

Police stopped an excessively loud black GMC Envoy at 26th and Highland, advising the driver of the reason for the stop.  Driver Jesus Diaz, 26,of the 4900 block of 30th St., Cicero, replied that his music was not too loud and further, that he did not have “bass”.  However, an inventory of the Envoy revealed a switch between the center console and the driver’s seat.  Wires connected the switch to an amp in the rear of the vehicle. Flipping said switch activated the bass subwoofer.  The Envoy was impounded, and Diaz ticketed for noise.
6:02 PM
An officer on Ogden heard an ever-increasing loud thumping bass noise coming from a Chevy Tahoe.  The officer stopped the SUV at Wesley and Ogden.  It was occupied by several people.  The officer could just make out two large subwoofers by looking through the tinted windows.  The SUV was impounded.  Driver Alberto Rodriguez, 25, no address given, received the $500 noise-violation ticket.  A custodial search of the vehicle revealed two amps under the back seat, two large subwoofers and numerous CDs.

Brookfield man ensures he has police department’s full attention

Police were sent to Cermak and Highland on reports of a man walking into traffic and possibly “throwing up gang signs”.  On a bench on the northwest corner of the intersection was a man who denied knowledge of any such behavior.  The officer then asked, “What’s your name?  You look familiar”. The subject responded, “Nicolas Martinez.  Why are you always f-----g with me? Martinez, 25, of the 3300 block of Grand Blvd, Brookfield, carried on in a loud, profane and unreasonable manner despite being advised by police to give it a rest.  Since Martinez appeared to police to be intoxicated, and because he was growing increasingly aggressive, profane and disorderly, he was arrested.  An officer began to walk him to squad #113.

Martinez tried to pull away; his struggles caused him and the officer to trip and fall against the trunk of the car.  The officer regained control of Martinez and got him inside the squad car.  On the ride to the police station lockup, Martinez’s profane, abusive chatter escalated into threats of violence against the officer.  By the time they reached the station, his behavior was such that three officers were needed to conduct a custodial search.  During the search, Martinez kicked and flailed while swearing and making such threats as “I’ll get you on the streets, bitch!” Because of this, police had to leave him in handcuffs in order to get him into the cell.  Once in the cell, police told him to place his hands through the hole in the door so the cuffs could be removed, but Martinez refused.  He spit and urinated inside the cell, forcing police to call Aftermath to decontaminate the space.

Headbanging inside the cell got Martinez a trip to the emergency room, where his belligerence continued, causing the ER staff to place him in 4-point restraints.  He was found to have no sign of injury.

Martinez was charged with aggravated assault, disorderly conduct, damage to city property, and public intoxication loud, boisterous behavior.

Police stopped a loud Chevy Tahoe in the 6400 block of Cermak and impounded it. The $500 ticket went to driver Richard Castellanos,26, of Summit.
1:40 PM
A white BMW was stopped at the same location for the same reason and with the same result.  The ticket went to driver Anthony Martinez, 19, of the 1200 block of Cuyler.

Noise-violators keep tow trucks busy

A Honda Civic was stopped for violating the noise ordinance in the 6800 block of Cermak.  Driver Noe Agosto, Jr, 23, of Cicero, received the $500 ticket, and the car was impounded.
11 AM
In the 1900 block of Gunderson, police stopped a Nissan Maxima for excessive loudness.  The car was impounded and the noise ticket went to driver Marian Mark Vasilas, 25, of the 2300 block of Euclid.
11:37 AM
A maroon Plymouth Voyager minivan was pulled over in the 7000 block of Cermak for being too loud.  It was impounded.  Driver Salvador Solais, 25, of the 2300 block of Home, was cited for the offense.
1:14 PM
A white Suburban, audible more than 75 feet away, was stopped for same in the 6400 block of Cermak. Driver Rogelio Guzman, 17, of the 2400 block of south Harding, Chicago, had no license, just a learner’s permit. The SUV was impounded.  Guzman got ticketed for noise, no insurance, and violation of license classification.
