Minors in bar, noise, result in tickets for 26th St. establishment

A police sergeant patrolling across the street from Berwyn’s city hall heard loud music coming out of El Pescador restaurant, 6713 26th.  Two more officers joined him; they saw males and females, who looked underage, attempting to leave. Police learned they were 17-year-olds.  Officers spoke with a DJ, Evangelina Davis, 32, of Chicago.  After turning down the volume at police request, Davis stated she was contracted by “Club Dulce"*** for an event for people under age 21.  When police asked where “Club Dulce” was, she said, “This place”. The sergeant spoke with owner Leticia Montano, 24, of Cicero, and advised her of calls complaining of noise.  She was cited for the noise violation, having minors present in a dram shop*, and for hosting an event for minors where alcohol is served.**

*804.27 SALE OF ALCOHOL TO AND POSSESSION BY MINORS.

(e) No holder of a retail liquor dealer’s license, as provided for in this chapter, or his or her agent or employee, shall suffer or permit a person younger than twenty-one years of age to be or remain in any room or compartment adjoining or adjacent to or situated in the room or place where such licensed premises are located. This subsection does not apply to a person younger than twenty-one years of age who is accompanied by his or her parent or guardian, or to any licensed premises on which the principal business is the sale of services or other commodities other than alcoholic liquor.

No licensed premises, or any room or building adjoining such licensed premises, may be used to conduct any meeting, party, social or other type of similar event, including, but not limited to, so-called “juice bar” promotions, at which persons under the age of twenty-one years will be present and not in the company of a parent or guardian.

Noise-violator vehicle impounds of the day

At 24th and Clarence, a black Plymouth Neon was stopped and impounded for violating Berwyn’s noise ordinance.  The $500 ticket was issued to driver Carmelo Saldi, 17, of Cicero.
2:49 PM
Police at the same location as above impounded a black Chevy SUV for noise, citing driving Felicia Bledsoe, 42, of Bellwood, for the violation.
3:09 PM
A white Cadillac Escalade was towed to the impound yard after being stopped in the 6600 block of Cermak for excessive noise.  The local ordinance ticket went to driver Jorge Herrera, 28, of Cicero.
3:31 PM
Manuel I. Meija, 21, of Wooddale, was stopped in the 2100 block of Euclid and cited for noise; his Toyota Corolla was impounded.
8:22 PM
In the 2200 block of Elmwood, a too-loud Toyota Camry was pulled over and impounded by police.  Driver Jesus Guerrero, 40, of the 2500 block of Ridgeland, got the noise-violation ticket.

Too-loud stereo = car gets impounded

Police stopped a black Chrysler Concorde in the 6900 block of Cermak because it was too loud.  The $500 noise-violation ticket was issued to driver Manuel G. Garcia, 30, of the 2700 block of Cuyler.  The car was impounded.
4:50 PM
An excessively loud red GMC Safari was pulled over at 16th and Gunderson for violating Berwyn’s noise ordinance.  It was impounded, and the ticket was given to driver Gabriel Grimaldo, 25, of the 2300 block of south Millard, Chicago.
5:25 PM
A black Jeep was impounded after a noise stop at Ridgeland and Stanley.  Driver Victor Oliva, 29, of the 2100 block of Elmwood, received the $500 ticket.

Impound lot grows fuller as noise violators get towed

A Chevy van was stopped for violating Berwyn’s noise ordinance, after traveling at a high volume from the 6400 block of Cermak to the 6700 block of Vacin.  Driver Cesar J. Lopez, 18, of the 2600 block of Kenilworth, received the $500 noise ticket and the van was impounded.
9:15 AM
Well over 100 feet away, police could hear a green Chevy Blazer, so it was pulled over at Cermak and Oak Park.  A large speaker box was in the rear of the vehicle.  The state had no record on file of any driver’s license for driver Luis Ruiz, 18, of the 2100 block of Highland.  He received tickets for driving unlicensed and uninsured, and for noise.  The SUV was impounded.
12:19 PM
Police at Cermak and Wenonah stopped a green Ford Explorer for excessive noise.  Driver Juan C. DeAlba, 26, of the 5600 block of west 24th, Cicero, told the officer he had installed a non-factory stereo and speakers, but did not believe the resulting din was all that loud; however, police reported the stereo could be heard 10 car lengths away.

A police sergeant stopped a too-loud white Mercury Montego after seeing and hearing it travel north in the 1600 block of Gunderson.  The vehicle was pulled over in the rear of the 6500 block of 16th.  Driver Alejandro Mario Salgado, 18, of that block, had no license.  He was cited for both offenses and the Montego was impounded.
3:53 PM
Because its stereo could be heard three car lengths away, a grey Olds 4-door was stopped at 26th and Elmwood.  Driver Jose M. Correa, 30, of Milwaukee, WI, showed no license, just a Wisconsin ID.  A check of his name showed he possessed no license, just an expired Wisconsin learner’s permit.  In addition, the car’s VIN number was registered to a Chicago address.  The car was impounded for noise.  Correa was ticketed for noise, driving unlicensed, improper use of registration and no seat belt on a passenger.

Man wanted in DuPage found running a loud engine

Complaints of loud noise brought police to the 3100 block of Oak Park Avenue.  A very loud engine was running, operated by 60-year-old Edgar L. Plain of that block.  He was taken into custody when police learned he had an active arrest warrant out of DuPage County.

Loud Buick impounded

An officer stopped a Buick 4-door at Cermak and East because it could be heard 200 feet away in violation of Berwyn’s noise ordinance.  Driver Luis G. Morales, 22, of Cicero, told police he had no license, but a check of his name revealed his license had been suspended.  He was cited for both offenses and the Buick was impounded.

A grey Dodge Intrepid was impounded after being stopped in the 2400 block of Lombard for being too loud.  Driver Raul Villalobos, 17, of Cicero, received the $500 noise-violation ticket.

Police stopped a Chevy Trailblazer at Cermak and Scoville for noise.  The SUV was impounded.  Driver Rafael Ortega, 22, of the 5200 block of south Sawyer, Chicago, got the ticket.

At 26th and Ridgeland, a red Ford Explorer was stopped for violating the noise ordinance.  Driver Fernando Plascencia, 28, of the 2700 block of south Harding, Chicago, got the ticket and the Ford was impounded.
3:11 PM
In the 6700 block of 16th, police stopped a loud Honda Accord driven by a man with no license.  The car was impounded, and driver Oscar Lazaro, 25, of the 1600 block of Wisconsin, was cited for both offenses.
3:20 PM
At 15th and Clarence, a police lieutenant stopped and impounded a Buick sedan for noise.  18-year-old Jesus Magallanes, 18, of the 1500 block of Wenonah, received tickets for noise, tinted license plate covers and driving without a license.
4:34 PM
Two officers stopped a too-loud Dodge Durango at 23rd and Ridgeland.  They impounded the SUV and wrote tickets for noise, no insurance and driving despite a license expired more than a year ago to driver Nestor Gutierrez, 22, of the 2200 block of Ridgeland.
5:22 PM
Police reported they stopped a Mercury minivan when they heard it emitting excessive bass in the 2400 block of Cuyler.  Tickets for noise and no seat belt went to driver Humberto Medrano, 18, of Cicero; the minivan was impounded.
8:34 PM
A black Saturn sedan was pulled over at 16th and Wesley for noise.  Driver Juan A. Garcia, 18, of the 3900 block of Oak Park Avenue, Stickney, received a noise violation ticket, and the car was impounded.

Perhaps they thought it would be a good day to drive through Berwyn playing loud music

...but they were quite mistaken.  Every one of the cars in the following stops was impounded for violating Berwyn’s noise ordinance.
11:38 AM
Police stopped a black Chrysler 300 because its music could be heard over 125 feet away in the 6600 through 7100 blocks of Cermak.  Driver Giovanni F. Herrera, 21, of Melrose Park, received the $500 noise ticket.
1:08 PM
People more than 200 feet away from a black Cadillac Escalade were forced to listen to its stereo until police stepped in and stopped the SUV in the 6200 block of Cermak.  Driver Ricardo Vallodolid, 22, of Bolingbrook, got the $500 ticket.
1:47 PM
Police could hear a blue Chrysler Sebring 200 feet away, and pulled the car over in the 6400 block of Cermak.  Driver Lewis A. jemison, 25, of the 3700 block of west Cermak, Chicago, had a suspended license.  He was charged with both offenses.
2:12 PM
A Berwyn police division commander stopped a too-loud black Chevy truck in the 6600 block of Ogden.  Driver Kelvin Acosta, 17, of Cicero, was cited for that as well as for failing to secure passengers—children under age 8—in appropriate safety seats.

A police lieutenant stopped a blue Suburban, per Berwyn’s zero-tolerance policy for noise offenders, at Harlem and 34th.  Driver Keith Spence, 34, of the 7000 block of 40th, Stickney, got the noise ticket.
4:14 PM
A purple Chevy Cavalier was pulled over at 16th and Grove for noise.  Driver Jose A. Salas-Medrano, 25, of the 1500 block of Clinton, was unable to produce the license and insurance requested by the officer, instead displaying a Mexican ID.  He was cited for noise and driving unlicensed.
5:20 PM
A purple Dodge Caravan, stopped for noise at Cermak and Ridgeland, had an unlicensed driver.  19-year-old Jorge Orozco of Cicero was cited for both violations.

Noise impoundment

A 19-year-old Cicero man’s Mitsubishi Galant was impounded for violating Berwyn’s noise ordinance.  Driver Romel Maldonado received the $500 noise ticket as well as a ticket for driving without a license; the stop was made at Cermak and Elmwood.

Bar noise gets owner ticketed

An officer responding to complaints of loud noise from a bar could hear it 75 feet away from Bootlegs, 2719 Ridgeland.  Owner Christopher Circelli, 38, of Plainfield, received a citation for the disturbance.

Impounded for excessive noise

Police in the 6400 block of 26th stopped a blue Chevy Impala for violating Berwyn’s noise ordinance. The car was impounded.  The $500 ticket went to driver John A. Alvarado, 29, of the 2500 block of Scoville.

Factory-installed radio plenty capable of making enough noise to violate local ordinance

Police stopped a Nissan in the 6500 block of Cermak because its radio was loud enough to be heard more than 75 feet away.  Driver Issac Negron, 26, of the 2300 block of Harvey, told police he did have his music loud, but believed that the law only applied to after-market sound systems.  The car was impounded, and the driver cited for noise.

An officer heard a loud Honda Civic in the 6900 block of Cermak and impounded the car.  Driver Jason <. Szwarc, 23, of Lyons, was cited for violating Berwyn’s noise ordinance.

Lyons teen manages to get two $500 noise tickets in two days

An officer stopped a blue Chevy in the 2300 block of Harlem for violating Berwyn’s noise ordinance.  The driver was told to pull into Cermak Plaza, out of traffic.  The Chevy pulled alongside a white Camry, and the officer observed the drivers of both Camry and Chevy touch hands as he got out of the squad car.  Chevy driver Geraldo Monarrez, 17, of Lyons, grew upset during the stop, and failed to comply with police instructions to stay out of traffic lanes.  He was handcuffed for his own and officer safety until he was issued tickets for no seat belt and for excessive noise, and until his parents arrived on the scene. The car was impounded.  Just two days earlier, Monarrez received another $500 noise violation ticket in Berwyn, and the car he drove was impounded during that incident, also:

Too many names, too many stories and too much noise

While at 16th and Wesley, an officer could hear a gold Dodge Intrepid from a distance of 200 feet.  When asked to show his license and proof of insurance, driver Jose S. Sanchez of Forest Park was able to show insurance but only had a Mexican driver’s license.  That license was in the name “Jose Socorro Sanchez Quinonez.  He said he had lived at the Forest Park address for a year.  But when asked whether he had an Illinois license yet, Sanchez said no, because he was only visiting and had been here three to four months.  Fingerprints told a third story:  they came back to the original name, Jose S. Sanchez, but with a different birthday than the driver originally provided.  A check of that name showed Sanchez did not have a valid license, as well as a previous arrest by Berwyn police for driving unlicensed three years earlier.  He was cited for driving unlicensed and for violating the noise ordinance.  Police impounded the Intrepid for the latter offense.
